The first stage of project planning begins with problem identification or making decisions to tackling the problem. Once the problem has been identified it is followed by goal formulation, objectives and targets.

The second stage involves the collection and analysis of data which ranges from topographic analysis, soil, vegetation, slope, rainfall, climate, economic, social, culture, etc. This is followed by a section of alternates’ course of action. This stage specifies possible stages of action to solve problems and achieve desired planning goals and objectives.

The third stage is an Appraisal of course of action. It is a process of identifying the merit and demerit of different course of action. The most common techniques used are cost benefit analysis, goal achievement approach, environmental impact assessment and social impact assessment

The fourth stage is implementation- translating the plan into action

The fifth stage is monitoring- ensuring implementation match with the plan

Sixth stage is evaluation- involves the assessment of corrections on the course of action taken during the process of implementation
